My 12 yo daughter knows how to use photoshop. She has become quite comfortable with it. And she can use it quite well. I certainly don’t think she would enjoy Elements. For most people I think Elements would be great.

Photoshop Elements is my favorite free photo-editing software. I’ve used other products, but found that Photoshop Elements works the best at beginner, intermediate and advanced editing levels, and saves the money of purchasing a high-end photo software package.
Basically, Adobe Photoshop Elements is a good, cheap, personal photo editor. It is not perfect – but it is by far the best free option for you. If you’re a beginner and just starting out – or if you need an affordable way of just doing basic editing of still photos – I would recommend this program. I use it a lot to edit my own pictures. It’s inexpensive, and it works well.
The basic editors are bundled with Windows Vista, and we’d guess they’ll be included in Windows 7 too. However, the Photoshop Elements editors and all the other applications in the Elements package are available for free to anyone running Windows XP. As a matter of fact, you can run Photoshop Elements on all three of the major PC operating systems so your workflow will be the exact same whether you’re running XP, Vista, or Windows 7.
If you’re tight on cash and don’t mind Adobe Bridge’s sub-standard, amateur browser-based photo viewing and management software, go for it. If you want to go beyond the basics and create high-end, stock-quality prints for your iPhone or iPad photos, this is your best bet. If you’re working in large-format (over 12 inches in width), the Bridge shop’s limited tools will cost too much.
